COVID-19 has reinforced the impact that threats to health can have on society and the economy and driven health security as a critical component of our national security architecture. The United Kingdom Health Security Agency (UKHSA) is a system leader for health security; taking action internationally to strengthen global health security, providing trusted advice to government and the public and reducing inequalities in the way different communities experience and are impacted by infectious disease, environmental hazards, and other threats to health.

UKHSA’s remit, as an agency with a global-to-local reach, is to protect the health of the nation from infectious diseases and other external threats to health. As the nation’s expert national health security agency UKHSA will:

-Prevent: anticipate threats to health and help build the nation’s readiness, defences and health security

-Detect: use cutting edge environmental and biological surveillance to proactively detect and monitor infectious diseases and threats to health

-Analyse: use world-class science and data analytics to assess and continually monitor threats to health, identifying how best to control and mitigate the risks

-Respond: take rapid, collaborative and effective actions nationally and locally to mitigate threats to health when they materialise

-Lead: lead strong and sustainable global, national, regional and local partnerships designed to save lives, protect the nation from public health threats, and reduce inequalities

A part of UKHSA Technology Directorate we put the right conditions in place to achieve digital, data and technology transformation at scale by working with departments, and other government functions .

This role will be home working with occasional travel to UKHSA’s offices

Main duties of the job

As a Delivery Lead you’ll:

* Develop an understanding of the outcomes your delivery team is working towards, and plan and conduct your work to manage the delivery of those outcomes.

* Demonstrate a passion for and excellence in your profession.

* Be a credible subject matter expert in your profession and lead the debate on how your specialism needs to be applied and developed in the context of transforming government services.

* Demonstrate an understanding of the complexity of technology and potential blockers to delivering excellent services.

* Be a proactive leader and constructive member of UKHSA’s extended leadership team through responsible management of objectives/people/budget/risk/etc.

* Strategically align new and existing work to the priorities in UKHSA and appropriately prioritising to deliver maximum benefit of limited resources.

* Work with teams across Technology to ensure a joined-up and consistent approach, be an ambassador for UKHSA in all external engagements and interactions.

* Focus on delivery, impact and measuring your own, and UKHSA service’s, performance.

Detailed job description and main responsibilities

We are interested in people who:

* Have experience of working in an ‘agile’ manner to an organisation so that the principles are universally understood and applied appropriately.

* Know how to coach and lead teams in Agile and Lead practices, you are a recognised expert that advocates these approaches, continuously reflecting and challenging the team. You can create or tailor new ways of working; you are always innovating.

* Can act as the escalation point and resolve large or high-risk commercial management issues. Know how to coach others in appropriate commercial management.

* Have experience mediating between people and mend relationships, communicating with stakeholders at all levels. Managing stakeholder expectations and facilitate discussions about high risk and complexity within deadlines. Can speak and represent the community to large audiences inside and outside of UKHSA Technology.

* Can negotiate, influence or set budgets in complex environments. You can write or input into business cases and can communicate business-value propositions.

* Can successfully lead teams through the full product life cycle. Identify which tools and techniques should be used at each stage. Can develop sustainable support models. Identify and deal with potential risks across or between all stages of the product life cycle.

* Know how to coach others to the assessment of other teams, providing guidance and support as they move through stages of the product life cycle

* Are able to maintain delivery momentum. Optimising the delivery flow of teams, actively address the most complicated risks, issues and dependencies including where ownership exists outside the team or no clear ownership exists. Identify innovative ways to unblock issues.

* Identify and challenge organisational processes of increasing complexity and those processes that are unnecessarily complicated. Can add value and can coach the organisation to inspect and adapt processes. Know how to guide teams through the implementation of a new process.

* Lead a continual planning process in a very complex environment. Plan beyond product delivery. identifying dependencies in plans across services and coordinate delivery. Know how to coach other teams as the central point of expertise.

* Know how to change organisational structures to fixable and sustainable designs.

* Lead on strategy for an entire organisation, joining up business needs with innovative analysis. Make and justify decisions characterised by high levels of risk, impact and complexity. Building consensus between organisations (private or public) or highly independent and diverse stakeholders. Solving and unblocking issues within teams or departments at the highest level. Understand the psychology of a team and have strong mediation skills. Can coach an organisation on team dynamics and conflict resolution.

* Are accountable for developing trusted senior relationships across all UKHSA Technology and promoting Tech Service, working and communicating effectively with colleagues across the UKHSA family.

* Influence, through strategic relationships, on business demand as a member of senior management meetings, including financial and programme boards, and deputising for the Deputy Director when required.

Essential Criteria:

* Previous Delivery Lead experience.

* Strong relationship management: excellent communication and influencing skills – verbal and written – with the ability to liaise at all levels.

* Ability to work in an ambiguous environment, clarifying strategies and plans, giving a sense of direction and purpose for self and team.

* Ability to drive change and overcome obstacles and resistance.

* Constructive and collaborative but with the ability to step in and take decisions in a timely manner to move the team forward.

* Confident and convincing presentation skills.

* Self-motivated and able to work remotely within a team.

Desirable Criteria:

* Degree educated – discipline not important.

There will be a technical question at interview stage alongside the behaviours. The interviewers will explore a specific technical topic to explore technical experience and capability
